Meet the Excelsior Team

Excelsior Design, Inc. consists of experienced professionals with over 40 years combined experience in staff augmentation services, engineering, project management and design that allows us to provide the expertise needed to meet our clients’ staffing requirements.

Cheryl Croskrey


Cheryl Croskrey is a co-founder of Excelsior Design, Inc. She has been an integral part of its existence while effectively balancing her family of 4 active children and work. At Excelsior Design she fills the busy role of CEO. She manages human resources, the company’s financial well-being, corporate planning, and logistics. Cheryl is the one who keeps the train on the tracks and running on schedule.

Cheryl has also loved supporting Liberty Christian School, where each of her children have attended, for more than 20 years. Here, she has been the Parent Teacher Fellowship (PTF) President, Booster Club Treasurer, assistant to the athletic directors, a classroom mom, lead on various fund-raisers, and a volunteer in countless other capacities.

Mark Croskrey

Director, Business Development

Mark Croskrey is a co-founder of Excelsior Design, Inc. He has been a core member throughout its existence working both in the office and in the field. He has 30 years of experience with design, design-build, business development, and project management. Work that Mark has done includes projects for the Department of Energy, Department of Defense, Research and Development, the commercial nuclear industry, Second Line of Defense Project, D4 (Deactivation, Decommission, Decontamination, and Demolition), and commercial Architectural and Engineering firms. He also started up and ran a successful NQA-1 UL508A certified industrial control panel fabrication shop.

Mark has a passion for his involvement in working with people in need. He enjoys helping out at the Tri-Cities Union Gospel Mission, has made multiple trips to Haiti to help with mechanical maintenance needs at the Haitian Christian Mission, and is currently involved in a project to provide clean water to LEA orphanage in Dongobesh, Tanzania. Jason Modrell

Director, Operations

Mr. Modrell has been engaged in technical project management for over 20 years. His career focus has been the development and implementation of new technology in the environmental, energy and information technology sectors for the DOD, DOE and venture capital-backed commercial world. With professional stints at Pacific Northwest National Laboratory, Infinia Corporation and Energy Northwest, Mr. Modrell has a wide understanding of client needs and is able to translate those needs into quality candidates. He holds a Bachelors degree in Chemistry and a Masters degree in Chemical Engineering, both from Oregon State University.

Chris Jackson


Chris Jackson has worked in Human Resources, primarily as a recruiter, focused on matching talent with Information Technology and entry level to Executive level positions, since 2012. For the past 3 years, Chris has been working as a Senior Talent Acquisition Consultant, sourcing and screening Secret to Top Secret cleared candidates for Government Contracting opportunities, with companies, such as SAIC, KPMG, Perspecta and CGI. Chris has a Bachelor’s degree from California State University Fresno and an MBA from Baker College in Human Resource Management.

Chris is married with 2 sons and 3 dogs. In his downtime, Chris is a semi-professional photographer, who has been published in a few magazines and has won some photography contests as well. Chris volunteers on the Social Media team at his church, where he lends his photography talents, providing photographs for the Churches website and Instagram accounts.

Susan Dawson

Finance Administrator

Susan Dawson has been the Finance Administrator at Excelsior Design since April 2003. She handles administrative and accounting functions for the company. Susan joined Excelsior after spending many years employed in the non-profit community; working for Mid-Columbia Girl Scout Council and the Children’s Reading Foundation. She holds a bachelor’s degree in Business Administration, with majors in Accounting and Marketing, from Eastern Washington University.

In her personal life, Susan is married with two children. She has been a part of school and extra-curricular activities for her children. Initially, she volunteered as an elementary classroom volunteer, organized six successful Scholastic Book Fairs and managed Girl Scout Cookie sales for her daughter’s troop for 10 years. At Pasco High School, she has been a member of the Booster Club, and is currently serving as the club treasurer and the buyer for concessions at Edgar Brown Stadium.

Michael Croskrey

Operations Specialist

Michael graduated from Whitworth University in 2013 with a degree in Elementary Education and a minor in Mathematics. After receiving his degree, Michael spent 5 months teaching in Kuwait and traveling between here and there. He has been with Excelsior since March 2014 and loves how his work integrates his two passions: people and technology.
